On 8 June 1953, TSS advised the Comptroller that under the authority granted in the memorandum dated 13 April 1953, from the DCI to the DD /A, and the further authority granted in the memorandum dated 17 April 1953, from the DD/A to the Comptroller, on the subject: "DD/P-TSS Project MKULTRA", subproject B had been approved, and $10, 693. 57 of the over-all Project MKULTRA funds had been obli- gated to cover subproject B's expense. These funds were allocated from Fiscal Year 1953 funds. 2. Under the additional authority extended in a memorandum dated 19 June 1953, from the DCI to the DD/A, an increase in the funds for subproject B has been authorized amounting to $1, 300. 86 to cover an extension of subproject B and to be charged against Fiscal Year 1954 funds.
